European Development policy asserts its guidelines through the encouragement of human rights, democracy, good governance and the rule of law and as well as sustainable and inclusive growth. To what extent is established a quality relationship between the private owners of the cultural, also natural heritage and the institutions that should take care of it? How can civil initiatives, civil organizations, art and science initiatives, and institutions assist whilst being protected themselves in their work and the rights they claim on it? Is there a quality communication between the state and local institutions that serve the citizens and the citizens who take bask of such arranged systems?

The cultural heritage doesn't exist without art. The Relational Aesthetics critic thought states that the new types of the art production are marked as unattainable, first of all, because of the online communication where the modern art seduces the resistance capacities of the art; does the cultural heritage produced nowadays have the potential of survival? Did the cultural heritage as well as the natural heritage become the set of communication equipment in the space of world wars conducted on local layers? Is the internet communication, after all, a system of simulation shifting to reality and the reality to the alienation strategy, so-called the hyper-reality?
